CONCERNING
THE IMPORT OF RUMINANTS CATTLE AND ITS PRODUCTS FROM A COUNTRY OR PART OF A COUNTRY (ZONE) WITH BOVINE SPONGIFORM ENCEPHALOPATHY (BSE) EPIDEMIC
INTO INDONESIAN TERRITORY
IN THE NAME OF GOD
THE MINISTER OF AGRICULTURE,
Considers:
- a. that according to the Ministerial Policy of Agriculture No. 445/KPTS/TN.540/7/2002 the Minister of Agriculture has settled an import prevention for ruminants cattle and its products from epidemic countries of Bovine Spongiform Encephalopathy (BSE);
- b. That according to the result of risk feasible study, and the recommendation of World Animal Health Organization/ Office International des Epizooties (WAHO/OLIE) against the disease of Bovine Spongiform Encephalopathy (BSE), and its epidemic situations, therefore the Minister of Agriculture has approved to exclude several kinds of ruminants and its products from the list that prevents animals into Indonesian territory as has been set in the Ministerial Policy of Agriculture No. 445/KPTS/TN.540/7/2002;
- c. That in view of the above matters, it is necessary to the types of ruminants and its products that are prevented into Indonesian territory with the Ministerial Regulation of Agriculture;

- 6. Government Regulation No. 82/2000 concerning Animal Quarantines;
- 7. Government Regulation No. 28/2004 concerning Food Safety, Quality and Nutrition;
- 8. Indonesian Presidential Policy No. 187/M/2004 concerning the establishment of United Indonesia Cabinet;
- 9. Indonesian Presidential Regulation No. 9/2005 concerning Position, Duty, Function, Structure of Organization and Administration of Indonesian State Ministries as having been amended with the Presidential Regulation No. 62/2005;

DECIDES:
To stipulate :
MINISTERIAL REGULATION OF AGRICULTURE CONCERNING THE IMPORT OF RUMINANTS CATTLE AND ITS PRODUCTS FROM COUNTRY OR PART OF A COUNTRY (ZONE) WITH BOVINE SPONGIFORM ENCEPHALOPATHY (BSE) EPIDEMIC INTO THE INDONESIAN TERRITORY.
Article 1
(1) Country or part of a country (zone) which is the origin of ruminants and its products that can be permitted its entrance into Indonesian territory are countries that have negligible status against Bovine Spongiform Encephalopathy that is called here and after as BSE (Negligible BSE Risk).
(2) The types of ruminants and its products,having the risks of carrying BSE disease agents that come from Country or part of a country (zone) infected by BSE, which status is indeterminable (Undetermined BSE Risk) and a Country or part of a country (zone) infected by BSE, which status is controlled (Controlled BSE Risk), are prohibited its entrance into Indonesian territory.
(3) The types of ruminants and its products that have the risks of carrying BSE disease agents that is prohibited its entrance as stated in clause (2) are as listed in Attachment-1 of this Regulation.
Article 2
Specially for the Specified Risk Material (SRM) types of ruminants products that have very high infectivity as epidemic spreading agents of Transmissible Spongiform Encephalopathy (TSE) and other ruminants products contaminated with Specified Risk Material (SRM) that come from a country or part of a country which status is Controlled BSE Risk and Undetermined BSE Risk, are prohibited its entrance into Indonesian territory.
Article 3
Especially for ruminants products as listed in Attachment-II that come from a country or part of a country which status is negligible (Negligible BSE Risk), controlled (Controlled BSE Risk), and undetermined (Undetermined BSE Risk) against Bovine Encephalopathy disease, are permitted its entrance into Indonesian territory.
Article 4
(1) Country which is the origin of ruminants and its products that come from a country which status is controlled (Controlled BSE Risk) can be permitted its entrance into Indonesian territory if the ruminants and its products come from that part of country (zone) which status is negligible (negligible BSE Risk).
(2) The types of ruminants and its products that come from part of a country (zone) which status is negligible (Negligible BSE Risk) as stated in clause (1) that is going to be entered into Indonesian territory must comply to the technical requirements as stated in Attachment-III of this Regulation.
Article 5
(1) Director General of Cattle Farm is doing System Examination and Assessment of animal health and health of veterinary people in a Country or part of a country (zone) which is the origin of the cattle and its products that is going to be entered into Indonesian territory as stated in Article 1, Article 2, Article 3, and Article 4 of this Regulation.
(2) According to the examination result of risk and system assessment of animal health and health of veterinary people as stated in clause (1) can be considered its entrance or rejection, therefore the Director General of Cattle Farm Has Set the types of ruminants and its products from Country or part of a country (zone) that can be entered or prohibited its entrance into Indonesian territory.
Article 6
The types of ruminants and its products that are prohibited and able to be entered into Indonesian territory as stated in Article 1, Article 2, Article 3, and Article 4, in forth can be reconsidered based on the development of the Bovine Spongiform Encephalopathy (BSE) disease situation and the result of risk examination.
Article 7
Meat Meal, Bone Meal, Blood Meal, Meat and Bone Meal (MBM), and other ruminant origin substances that is entered according to this regulation are prohibited its use as ruminant cattle food as regulated in the Ministerial Policy of Agriculture No. 471/KPTS/TN.530/7/2002 concerning Prohibition of Consuming Meat Meal, Bone Meal, Blood Meal, Meat Meal and Bone (MBM) and Other Substances That Come from Ruminants as Ruminants Cattle Food.
Article 8
(1) By acting this Regulation, therefore the Ministerial Policy of Agriculture No. 445/KPTS/TN.540/7/2002 is no longer effective.
(2) This Regulation is effective on the date of approval.

THE TYPES OF RUMINANTS AND ITS PRODUCTS THAT HAVE THE RISKS OF CARRYING BSE DISEASE AGENTS THAT IS PROHIBITED ITS ENTRANCE INTO INDONESIAN TERRITORY.
- 1. Cows and other types of bovine
- 2. Goats and sheep
- 3. Cow meat and its products
- 4. Cow bone with or without its marrow
- 5. Offal non-Specified Risk Material
- 6. Specified Risk Material (SRM) such as tonsil, brain, eyes, spinal bone nerve, intestines, glands, liver and products that contain these organs.
- 7. Ova
- 8. Serum and its derivatives (fetal bovine serum)
- 9. Meat Bone Meal (MBM)
- 10. Greaves
- 11. Blood and its derivate that come from cows butchered by stunning using air or gas injection into the skull hollow.
- 12. Blood Meal
- 13. Extract of ruminant animal tissue including peptone for the purpose of vaccine production
- 14. Protein Meal
- 15. Tankage
- 16. Fat and its derivatives
- 17. Collagen and Gelatin made from bone

TYPES OF RUMINANT-ORIGINATED PRODUCTS, WHICH ARE ALLOWED THE ENTRANCE INTO INDONESIAN TERRITORY WITH SPECIAL REQUIREMENTS FROM COUNTRY OR PART OF A COUNTRY, WHICH HAS RISK STATUS TOWARD BSE.
- 1. Milk and milk products
- 2. Milk products not containing BSE risk material
- 3. Cements and embryos obtained in vivo
- 4. Skin
- 5. Collagen and Gelatin made from skin
- 6. Protein without tallow that maximum of purify of 0,15 % and derivate
- 7. Di-calcium phosphate without protein or fat
- 8. Boneless meat (from cows below 30 months) except meat from mechanically separated meat/MSM
- 9. Blood and its product from cows butchered without stunning using air or gas injection into the skull hollow.

TYPES OF RUMINANT PRODUCTS AND THEIR TECHNICAL REQUIREMENTS THAT MUST BE COMPLIED FOR THEIR INTRODUCTIONS.
1. Boneless Cow meat (deboned meat) except for the meat that is mechanically separated and Bone (Mechanically Separated Meat/MSM) with requirements as follows:
- a. Comes from cows cattle aging 30 months maximum;
- b. During butchering, the animal is not stunned (stunning) using air pressure or gas injection into the skull hollow;
- c. Action to prevent the meat from contamination by Specified Risk Material (SRM);
- d. Having undergone ante-mortem and post-mortem examination with the result of no BSE suspicion or no positive BSE.
2. Ruminant Meat and Bone Meat (MBM) with requirements as follows:
- a. Raw materials that come from cattle aging 30 months maximum and are not given MBM food from the day it was born;
- b. Raw materials must be made particles of at least 50 mm in sizes before heated up;
- c. Raw material must be processed by hot steam with the temperature of no less than 133 ーC for at least 20 minutes and at least 3 bars pressure;
- d. Raw materials should not contain and not be contaminated with SRM.
